La confrontation entre démocrate et républicains sur un budget provisoire pour 2014 n'a pas trouvé d'issue lundi soir: ce mardi, les agences fédérales seront donc fermées, on parle de "shutdown". Quelles en sont les conséquences? L'Etat fédéral ne dispose pas, depuis ce mardi 1er octobre, de crédits pour financer son fonctionnement, et ce sans limite dans le temps. Ses employés ne peuvent donc pas être payés. Environ 800 000 fonctionnaires, sur plus de 2 millions, sont donc au chômage technique pour une durée indéterminée, et ne devraient pas être payés rétroactivement pour cette période. Ils auront quatre heures mardi matin pour se présenter à leurs bureaux, ranger leurs affaires, annuler leurs réunions et rentrer chez eux.
