Contraint de refaire demi-tour pour la seconde fois.

A Royal Navy vessel on its way to a diplomatic tour in the Indian Ocean has been unable to leave port for a second time due to mechanical failures.

HMS Illustrious is in Portland, Dorset, after a system that stops oil being discharged from the ship became faulty.

The ship first left Portsmouth on 21 January to carry out exercises in the Channel before its four-month tour.

But a faulty refrigeration unit meant it was forced to do a U-turn for repairs, finally leaving on 25 January.

A Royal Navy spokeswoman said the visit to Portland was planned despite the latest mechanical problems preventing the vessel returning to sea.

She said the fault was with the "oily water separator system", which is used to remove oil from water in the ship's bilges, before it is discharged into the sea.

The vessel is due to leave on Sunday, she added.

In December 2004 HMS Illustrious returned to service after a £120m refit.

The two-year revamp was designed to extend the working life of the 20,000-tonne ship by up to 10 years.

HMS Torbay a eu une modernisation, elle est la derniere sous-marins britannique d'avoir le TLAM, mais la premiere qui a le Block 4.

HUNTER-killer submarine HMS Torbay is at the forefront of underwater warfare as she comes to the end of a year-long overhaul.

The Trafalgar-class boat is the last of Britain’s fleet submarines to be fitted with Tomahawk cruise missiles… but the first to receive the latest version of the weapon, Block IV.

And Torbay is also the first vessel in the Silent Service to ditch paper charts having been fitted with the electronic mapping system WECDIS during her year alongside in Faslane.

WECDIS has become bread and butter for the surface fleet in recent years, where it has drastically cut the workload of navigators.

The Torbay team have less than three months to learn how to use the new navigational system – and two of those are spent in the simulators.

“There is no handbook for WECDIS in submarines – the pages are blank. FOST are learning at the same time as we are. We’ve got to write the manual,” explained Lt Simon Donovan, Torbay’s navigator.

WECDIS links in with the submarine command system (SMCS or ‘smacks’), allowing contacts to be marked on the map.

“Boats are making more use of WECDIS than the surface fleet,” said CPO(TSM) ‘Kirsty’ Nicoll.

“The picture we have for command of the boat is superb. It’s good to see we’re going forwards, not taking one step backwards.”

Another step forward comes in the form of Block IV Tomahawk allows the missile to be ‘re-targeted’ in flight; the Block III version of the weapon would self-destruct if it veered off course.

Away from ‘warfighting’ improvements, life aboard Torbay on deployments should be slightly more bearable.

Her crew will be able to send and receive e-mails at sea for the first time and, on occasions, access the internet.

The improved communications system will gather all the electronic mail written by the submariners and each time the boat is at periscope depth, she will send back all this data – and pick up any incoming e-mail.

“It should revolutionise things,” said Lt Jez Barron, Torbay’s deputy weapon engineer officer. “As well as the hearts and minds aspect, all the surface ships do a lot of their work via e-mail so it’s important that submarines integrate with them.

“Most of the time we’re operating dived, but we’ll pop up to periscope depth, get all the info in and out and then dive again.”

Torbay will begin trials later this month and will return to her home port of Devonport ahead of work-up for an impending deployment later this year.

S. Korean-U.K. Team to Bid for British Naval Tanker Program

LONDON — An Anglo-South Korean consortium led by BAE Systems has become the first team to declare its interest in building six tanker ships for the British Royal Fleet Auxiliary (RFA) in the first phase of the Defence Ministry’s Maritime Afloat Reach and Sustainability program.

BAE, Britain’s biggest shipbuilder, announced a team involving BMT Defence Services and Korean shipbuilder Daewoo Shipbuilding & Marine Engineering on Feb. 15, the same day industry responses to a pre-qualifying questionnaire on the tankers had to be returned to the MoD.

The Surface Fleet Solutions business of BAE will act as lead contractor and program manager. BMT, the British company that designed the two 65,000-ton aircraft carriers planned for the Royal Navy, will provide the tanker design. Daewoo will build the ships in South Korea.

K.W. Cheong, director of special ship management at Daewoo, said, “This is an excellent opportunity for cooperation between our two countries; the U.K. being the home of naval shipbuilding and Korea as the hub of commercial shipbuilding. I think the combination of BAE Systems’ extensive naval domain knowledge with our own skills and resources will produce excellent results.”

David Rainford, commercial director of BMT Defence Services, said, “As a relatively small, innovative organization, we are pleased with the smooth and positive fashion in which BAE Systems has welcomed us as their design partner. Through a commercial approach we will be able to provide a simple yet effective fleet tanker.”

The British are pushing ahead with the program as current RFA single-hull tankers do not meet maritime safety standards.

More than a dozen foreign and British companies are expected to respond to the prequalification questionnaire. Those numbers will be reduced to about six bidders and cut to a maximum of three later this year before the MoD selects a winner. The first ship is expected in service by 2012.

In an unusual move, the competition has been thrown open to foreign shipyards, a decision that could potentially cause controversy here. It’s hoped that big commercial yards like Daewoo will allow the cash-strapped MoD to acquire the tankers at a reduced price compared with building them at naval yards in Britain.

In addition, the tanker construction timetable clashes with Britain’s plan to build the two aircraft carriers. The warships, the biggest ever built here, will soak up for several years virtually all of the capacity in the few British shipyards still in operation.

The carrier program is scheduled to get the go-ahead in the next few weeks. However, doubts remain over the exact timing of the construction. Currently, the plan is to have the first of the two warships in service during 2014.

But that timetable would leave no capacity here to build at least the first three tankers in local yards. Nevertheless, BAE has left the door open to have the tankers built in Britain if any slippage in the carrier program creates gaps in workload.

Vic Emery, managing director of BAE Systems Surface Fleet Solutions, said, “While it is intended that all vessels will be constructed in Korea, a unique feature the consortium offers, in terms of flexibility, is the ability to provide a U.K. build option, should such an approach become necessary.”

The Maritime Afloat Reach and Sustainability program will become part of the workload of the proposed maritime joint venture between BAE Systems and VT Group, to be called BVT Surface Fleet upon its completion.

The tanker fleet is part of a 2 billion-pound ($3.9 billion) effort to upgrade RFA logistics capabilities. Further classes of ships eventually will be built, updating British capabilities for forward aviation support, delivery of bulk consumables other than oil, and providing sea-based logistics ships able to deliver ammunition, food and other supplies.

It’s not clear yet whether the British will allow these ships also to be built overseas.

Quoi? Il est logique de faire ca au Coree, les chantiers britanniques ont plein de travail avec CVF etc... en les prochaines annees, et les chantier de Daewoo sont moins chers pour des navires simples comme les tankers.

C'est surtout qu' ils veulent pas d'un Airbus naval.

Si le partage industriel avait eu lieu sur les CVF/PA2 càd 2/3 des blocs en GB et 1/3 en Fr, l'exédent de capacitée de prodution aurait put etre allouer aux ravitailleurs avec ici aussi un partage UK/Fr.

Cette histoire de coopération va accoucher d'une souris.

Les chantiers francais et britannique sont trop cher pour des tankers, et enfin, pourquoi produire un part des tankers en France? Si nous produisons les tankers "overseas", puis dans un pays qui est bon marche pour des tankers, comme la Coree du Sud. Avec les deux CVFs, avec les Astutes, les autres navires du MARS, C1, C2, C3 et des exports les chantiers britanniques ont un bon avenir. La cration du BVT Surface Fleet est aussi important.

"Des fortes réductions budgétaires pourraient toucher la Royal Navy

Le Trésor Britannique propose de réduire le budget de la défense de 4,5 milliards de £ sur 3 ans. Cette proposition sera discutée par le ministère de la défense alors que certains avertissent que les forces armées Britanniques sont trop sollicitées et font face à une crise.

Ces réductions seraient les plus importantes depuis la fin de la Guerre Froide. En privé, les chefs militaires seraient furieux. Selon eux, les soldats de Sa Gracieuse Majesté ne sont pas correctement équipés et sont déployés sur de trop nombreux théâtres (Irak, Afghanistan et Kosovo).

Le budget du ministère n’augmenterait que de 0,6% cette année, soit moins que l’augmentation moyenne de 1,5 % sur les 3 prochaines années annoncées par les ministres. Même ce dernier chiffre correspondrait à une réduction de plus d’1 milliard de £ par an.

Le problème de financement est rendu encore plus grave par le fait que le coût des systèmes d’armes augmente beaucoup plus rapidement que l’inflation générale.

Jeudi prochain, des responsables devraient proposer des coupures et des étalements dans le programme d’armement des 3 armées. Ces propositions devraient être présentées aux ministres la semaine prochaine.

Parmi les propositions, on note la réduction de moitié du nombre de sous-marins Astute construits. Cela laisserait la Royal Navy avec le même nombre de sous-marins que les Pays-Bas.

HMS Cumberland, un type 22 Fregate si "menacee" par les coupes, sort de un refit de £15 millions  :lol: :lol: :lol:

HMS Cumberland was accepted back into the Fleet Scheduling Authority on Friday 8th February 2008.  Having successfully completing a 15 month, £20 million refit and regeneration package the main focus been upon improvements to the operating capability through upgrades to the weapon systems and sensors and the propulsion system overhaul.  As a result of ‘in project savings’ there was also allowance for upgrading the habitability of crew living and recreational messes resulting in a heightened ‘pride of ownership’ from the entire Ship’s company.

The Fleet Date Inspection is the final formal inspection on completion of the refit period and allows the Ship to make the transition back into Operational service.  The complex engineering tasks have been achieved ahead of schedule and within budget which has allowed the Ship’s staff to apply the final polish prior to inspection.  Both inspecting officers; Captain Surface Ships, Devonport Flotilla, Captain C Hamp Royal Navy, and Chief Staff Officer (Engineering) to CINCFLEET (CSOE), Captain A D Penny Royal Navy, have served in Cumberland previously and commented on the high materiel state of the Ship and the professionalism and enthusiasm of the Ship’s company.  This has been reflected in both the final outcome of the refit and the success of the trials program that have led to this point.

The inspection saw 2 separate teams inspect the entire Ship.  Personnel responsible for the respective compartments presented their areas to an exceptionally high standard of materiel readiness and cleanliness.  This gave the inspecting teams chance to examine the state of the Ship and to talk to the full range of personnel in every department.  The Commanding Officer, Commander P J Sparkes Royal Navy, the officers and Ship’s company of HMS Cumberland now look forward to the demanding program of Operational Sea Training in preparations for future Operations.

Captain Hamp said: 

“I thoroughly enjoyed my visit to HMS Cumberland today.  The Ship was presented to a very high standard by a motivated and enthusiastic Ship’s company which reflects the firm Command Direction, sound management and strong team spirit that has been generated through the Upkeep period.  There is a genuine sense of pride in the Upkeep and Capability upgrades achieved.  It is clear that Cumberland has received a very satisfactory Upkeep period and that she is ready for the forthcoming challenge of preparing for and completing Operational Training
