BUT here comes the BIG TWIST - LUCK & PERSISTENCE won the day for IAF Few News that will find way to main stream media over time is POTUS Trump has done numerous U Turns and latest seems to have taken the air out of PM NM confidence levels on growing USA India relationship. POTUS Trump wants America first and wishes maximum jobs in America and limited work in India TASL for MII Program In reality he wishes to meet MII terms in a way which benefits his America first campaign more. He wants F-16 program shifted to India superficially as long as things are produced in America and generate American Employment. POTUS has expressed dis-satisfaction via Embassy officials for non cooperation in Afghanistan front where POTUS wanted India to commit at least 5000 boots officially. On Top in a big shift POTUS also explained that India can be member of Security Council but without any Veto Power and this is what China and Russia also wants personally. De nombreuses tentatives ont été faites par le PMO pour obtenir une approbation de l'IAF pour les F-16 et un changement total en faveur des USA avec le F-35 venant à la place du programme FGFA On achèterait le PAKFA Stage 2 dans la limite de 4 escadrons sur étagère pour calmer la Russie a la place du statut «gelé» du FGFA. MAIS voici l'arrivée du GRAND TOURNANT - CHANCE & PERSISTENCE qui a gagné la journée de l'IAF Peu de nouvelles qui trouveront leur chemin vers les médias en temps voulu POTUS Trump a fait de nombreux virages à 180° et le dernier semble avoir brisé la confiance de PM Naranda Modi sur l'amélioration des relations USA-Inde. POTUS Trump veut l'Amérique d'abord et souhaite un maximum d'emplois en Amérique et un travail limité pour TASL en Inde pour le programme MII En réalité, il souhaite rédiger les termes du MII d'une manière qui profite davantage à sa campagne l'Amérique d'abord. Il veut que le programme F-16 soit transféré à l'Inde superficiellement et que les éléments soient produits en Amérique et génèrent des emplois américains. POTUS a exprimé son mécontentement devant les officiels de l'ambassade pour n'avoir pas coopéré en Afghanistan, où POTUS voulait que l'Inde s'engage officiellement au moins au niveau de 5000 troupes. En plus un autre grand virage de POTUS qui a expliqué que l'Inde peut être membre du Conseil de sécurité mais sans droit de Veto et c'est ce que la Chine et la Russie veulent également. L'accord NSG est toujours à l'étude, mais l'Inde doit faire la démonstration du virage américain avant que les États-Unis ne fassent plus de «travail acharné» pour convaincre les autres membres de l'inclusion de l'Inde. Pour faire avancer la cause, POTUS a autorisé la technologie EMALS en Inde pour son porte avion IAC-2, mais souhaite que F-18 SH soit sélectionné pour IAC-1 (57 MRCBF) avec des compensations minimales. Il y a aussi des soucis pour des questions plus stratégiques, l'accent étant mis sur le fait de contenir verbalement le Pakistan mais de faire un travail limité dans la réalité. Pour le Gripen aussi POTUS a clairement fait savoir qu'il découragerait activement tous les MIC américains pour tout accord, mais dans les médias, il fera un travail de relations publiques et dira le contraire. Toute cette discussion au cours de la dernière quinzaine avec les responsables américains et le PMO a fortement entamé la confiance du PM NM. Ce mauvais coup est venu au pire moment alors que l'accord FGFA devient de plus en plus difficile et aussi que la Russie veut tirer plus des accords sans aucune compensation. La Russie a maintenant offert le Mig-35 pour l'IAF à nouveau dans la première semaine d'octobre avec une offre révisée pour la technologie du moteur comparable à l'affaire du MKI et a demandé à l'Inde d'examiner cette affaire si le FGFA vacille. Au lieu de tout cela le PM, NM a calmé le jeu et a dit d'aller lentement avec les accords pour LM et Boeing jusqu'à ce qu'il obtienne plus de clarté et évite les virages à 180° de POTUS. C'est un changement marqué par rapport à la précédente route G2G qu'il voulait prendre et conclure les choses au plus vite pour un blitz médiatique concret avant les sondages de 2019. Maintenant, où sont les bonnes nouvelles? Voici les bonnes nouvelles ... Le Kaveri Safranisé français est sur la bonne voie et un rapport sur ses progrès a été soumis. L'équipe de Dassualt et le gouvernement français ont soumis une liste des systèmes possibles qu'ils souhaitent intégrer au LCA Mk1A et le rendre beaucoup plus capable grace à l'expérience des Rafale et des Mirage et de la rétroaction de l'IAF qui a fourni des commentaires détaillés sur les M2K Leur projet est de rendre LCA Mk1A beaucoup plus modulaire en interne et de faciliter l'intégration des systèmes pour un potentiel de croissance accru. L'offre de MII a été grandement améliorée grâce à ces intégrations et DRAL devient un acteur de l'écosystème LCA. Le programme Rafale est encore renforcé par un nouveau moteur hybride - la fusion du cycle variable Kaveri avec le noyau M-88 pour créer une famille de moteurs est désormais officielle et en noir sur blanc. Même taille, même noyau, même modularité et technologie similaire alimentant à la fois LCA Mk1A et Rafale India Ce moteur sera également fabriqué en Inde. Officiellement, l'extrémité de l'aile du Rafale M est maintenant testé avec un mécanisme qui se démonte en 5 minutes et se monte en moins de 10 minutes et re fixant le même en 15 minutes maximum avec 5 minutes supplémentaires pour une vérification complète du système. Ce système est prévu pour le déploiement de l'IAC-1 et fait partie de l'offre sous «point de recherche supplémentaire» dans l'appel d'offres naval. Le plan MII est encore accéléré avec le côté français indiquant clairement UAE et une autre commande s'élevant à près de 78 Rafales au total sera fournie via DRAL lorsque l'usine de MII sera opérationnelle. Ces commandes d'exportation et leur MRO seront DRAL Inde seulement selon les officiels français. Les visites d'état françaises et l'équipe Dassault seront fortes dans les 4 prochains mois avec l'accent pour sceller l'accord dès que possible sur Rafale MII. Du côté civil, la production de Falcon Jet est également donnée pour donner plus de valeur à DRAL India. Et enfin, au lieu de toutes ces discussions et de la réticence de PM NM à signer un accord F-16, il y a une autre bonne nouvelle. NSA Doval a mis l'accent sur le traitement rapide du Rafale MII par rapport aux accords SE et sur toute autre commande. Commentaire personnel Donc Diwali a été favorable à l'IAF. Maintenant, j'espère que le reste se fera aussi bien en temps voulu. Côté français ils ont une petite fenêtre d'opportunité et une grande possibilité de gagner de leurs côtés. Ils devraient contacter la NSA et l'IAF et conclure cette entente MII bientôt. Une diffusion publique complète sur le LCA Mk1A avec les systèmes français proposés et la façon dont ils prévoient d'ajouter et de bénéficier de l'écosystème du LCA ira loin. Heureusement, si je reçois plus d'informations à ce sujet, je le partagerai aussi ici ..... Pour l'instant, le rêve du PMO d'un changement en faveur des USA est en attente .. On ne peut pas blâmer PM NM .. POTUS Trump est incompatible avec ses vues .. Ce sera un grand défi pour l'Inde pour toute action concrète ... Vive la France Inde .. Now where is the good news ? here comes the good news... French Safranised Kaveri is on track and a report has been submitted of the progress. The Dassualt Team and French government has submitted a list of possible systems which they want to integrate into LCA Mk1A and make it far more portent deriving from Rafale and Mirage experiences and feedback from IAF who had given detailed feedback on M2Ks Their plan is to make LCA Mk1A far more modular internally and ease of systems integration for a growth potential upside. MII offer has been sweetened in a big way via these integrations and DRAL becoming a player in LCA Ecosystem. Rafale Program is further boosted with a hybrid new Engine boost- amalgamation of Kaveri variable cycle with M-88 core to create a family of engines is now official and on black and white. Same size, same core, same modularity and similar tech powering both LCA Mk1A and Rafale India This engine will also be Made in India. Officially the Rafale M wingtip is now getting tested with a mechanism to disintegrate in 5 minutes and fit into <10m span and re attaching the same in max 15 minutes with another 5 minutes for a full system check. This system is planned for IAC-1 deployment and is part of the offering under "further research point" in naval tender. The MII plan is further accelerated with French side clearly saying UAE and another order amounting to almost 78 Rafales in total will be supplied via DRAL when MII factory is up and running as well. These Export Orders and their MRO will be DRAL India only as per French officials. French state visits and Team Dassault will be strong in next 4 months with a emphasis to seal the deal asap on Rafale MII. In civil side, Falcon Jet production is also given a go ahead to give more value for DRAL India. And lastly, in lieu of all these discussions and PM NM reluctance to sign F-16 deal, there is one another good news. NSA Doval has emphasized on fast tracking Rafale deal for MII over SE deals and any other order. Personal Comment So Diwali has been good for IAF.. Now i hope the rest of the things gets done as well on time. French side has a small window of opportunity and a big winner by their side. They should contact NSA and IAF and close this MII deal out soon.. A full detailed public information dissemination of LCA Mk1A with proposed French systems and how they plan to add and benefit LCA Ecosystem will go a long way..
