    High-Maintenance F-22 Stealth Features Keeping It in the Shop (Source: The Project On Government Oversight (POGO); issued Feb. 20, 2009) The Project On Government Oversight (POGO) has learned from internal Pentagon sources that stealth maintenance on the F-22 fighter aircraft is the primary cause of its maintenance headaches, which are in turn undermining its mission capability. POGO believes that this may be the primary reason for Defense Department Acquisition Chief John Young’s findings that the F-22’s mission capable rate was too low to waste additional taxpayer dollars on further procurement. One of the key justifications for the F-22 is that it will achieve air-superiority advantage by its low observability (LO), or stealth. When fully operational, LO suppresses the F-22’s visual signature, radar signature, infrared signature, electromagnetic emissions, and sound. The F-22’s LO is designed to provide improved survivability and lethality against air-to-air and surface-to-air threats. However, sources tell POGO that LO maintenance hours accounts for over half of all maintenance time, not only significantly reducing the mission capability of the plane, but also undermining the [uS Air Force’s] claim that the F-22 will “have better reliability and maintainability than any fighter aircraft in history.” LO maintenance hours, which include time for the planes to cure, translate into time that the F-22 is not operable. As a result, there are concerns that there will be too many F-22’s unable to fly when they are needed. Air Force Chief of Staff General Norton Schwartz has stated publicly that given these stealth issues, the F-22’s mission capable rate is only 60 percent. “At a total of $354 million per plane this new information shows the F-22 is not only the most expensive but also the most difficult fighter aircraft to maintain—and it isn’t even experiencing combat stress,” said Danielle Brian, Executive Director of the Project On Government Oversight. “Congress and the Defense Department should recognize these dollars would be better spent on modernized F-15s or F-16s. More procurement of the F-22 isn’t smart strategically or financially.” Congress has given the Defense Department a March 1 deadline to determine whether to buy more F-22s or to shut down the plane’s production line. La récente visite du Premier ministre belge aurait permis d’approfondir le sujet. 24 F-16 auprès de Lockheed Martin ont déjà été notifiés. L’intérêt de se fournir chez les Belges(douze F-16 A et B ayant déjà été vendus à la Jordanie) réside dans le prix.   10. HMS Vanguard The Daily Mirror and The Sun have both reported that British submarine HMS Vanguard and a French submarine have collided in the Atlantic. The First Sea Lord, Admiral Sir Jonathon Band, has made the following statement: “Two submerged SSBN, one French and the other UK, were conducting routine national patrols in the Atlantic Ocean. Recently, the two submarines came into contact at very low speed. Both submarines remained safe and no injuries occurred. We can confirm that the capability remained unaffected and there has been no compromise to nuclear safety. Faslane staff warned to stay silent on nuclear submarine collision Feb 20 2009 by Tina Kemp, Lennox Herald (main ed) STAFF at Faslane have been ordered to stay silent over a collision involving one of their nuclear submarines. On Tuesday, workers were asked to sign a form stating they would not speak out about the incident in which HMS Vanguard crashed with a French submarine in the Atlantic. Notices also appeared in staff rooms, warning that anyone talking about the issue could face dismissal. HMS Vanguard was towed back to the Clyde on Saturday after the crash earlier this month. She is currently at Coulport but it is understood she will be moved to Faslane on Friday. The boat suffered dents and scrapes in the incident with the French boat, Le Triomphant. No-one was injured and officials say security was not compromised and there was no radiation leak. The two submarines were carrying around 240 sailors between them at the time. Collision sub caught on video The damaged nuclear submarine HMS Vanguard was filmed by Scottish CND as it moved from one hiding place to another in the early hours of the morning of Friday 20 February. Since the weekend the vessel had been concealed inside the Explosive Handling Jetty at Coulport. At midnight it moved out of Coulport and was towed to Faslane. Here it was placed inside the shiplift. Once in the shiplift doors were closed. The whole operation was completed before first light.

    Je vais pas parler téchnique mais cette histoire autours d'une caractéristique du CAPTOR me fait penser à une astuce pour susciter de l'intéret là ou il n'y en a actuellement aucunes a part confirmer que l'EF est orienté air air.

Afghanistan : opération Talloires, le GTIA Kapisa rallie la Surobi Du 8 au 10 février 2009, près de 120 soldats du GTIA Kapisa ont traversé la vallée principale de la Kapisa, du Nord vers le Sud, pour rejoindre leurs homologues français installés dans la base de Tora en Surobi (Est de Kaboul). " Cette opération avait pour but de vérifier la praticabilité des différentes itinéraires qui descendent jusqu’au lac de Surobi, de tester les liaisons radio, de rencontrer les populations et surtout de prendre contact avec les unités de l’Armée nationale afghane (ANA) implantées dans le Sud de la vallée. Nous avons roulé durant 28 heures et parcourus plus de 250 kilomètres ", explique le chef de bataillon Jean-Paul, chef du détachement. Le détachement a tout d’abord rallié d’une seule traite la base opérationnelle avancée de Tora occupée par le 1er Régiment d’infanterie. Puis, le 9 et le 10 février en remontant vers le Nord, le détachement a effectué des reconnaissances d’axes et a organisé des shuras en coopération avec l’ANA dans la région de Babakhel et de Mykhel localisées entre Tora et Tagab, base française au Sud de la Kapisa. Durant toutes ces reconnaissances, le détachement était accompagné du général afghan Zemrai, commandant la 3e brigade du 201e Corps dont les unités sont implantées en Kapisa et en Surobi. Les shuras avec les autorités locales des villages traversés ont permis d’évaluer la perception des populations sur l’action des forces de la coalition et la situation sécuritaire de la région. " Curieux et surpris de voir des soldats de l’OTAN dans cette zone, les habitants se sont montrés très accueillants et ouverts lors des échanges ", ajoute le chef du détachement français. Environ 3400 militaires français sont présents en Afghanistan, au Tadjikistan, au Kirghizistan et en océan Indien, dans le cadre des opérations de la FIAS et de l'opération Enduring Freedom (OEF). Parmi eux, 2800 militaires français sont engagés sur le territoire afghan.

HMS Vigilant Arrives In Devonport for Major Refit "The strategic deterrent submarine HMS Vigilant docked Saturday (11 October) at HM Naval Base Devonport, Plymouth, for a major refit and refuel of her nuclear power plant. The long overhaul period and refuel will take about three years and provide work for hundreds of people in Devonport which is the only place in the UK which specialises in this work for the Royal Navy’s submarine fleet - the dedicated home of submarine maintenance. HMS Vigilant, a nuclear-powered vessel, normally based at Faslane Naval Base in Scotland, was commissioned in 1996 and is the third of the Royal Navy’s Vanguard Class of submarines which is designed to carry the UK’s Trident nuclear missile and therefore, forms part of the UK’s strategic deterrent. HMS Vigilant arrives in Devonport following the departure of HMS Victorious on completion of her successful overhaul earlier this year. HMS Victorious is now undergoing her sea trial" _______________________________ Le HMS Vigilant est en IPER depuis le 11/10/09 pour environ trois ans et le HMS Victorious sort de son IPER et est en période d'éssai à la mer avant un retour en service opérationel. Reste le HMS Vengeance( en retour de patrouille?) pour assurer la dissuasion en attendant d'avoir des informations sur les dégats du HMS Vanguard. Autant dire qu'en GB comme en France 5 SNLE plutot que 4( voir 3 comme certains pourraient l'envisager) ne seraient pas de trop meme si on a que trois lots de missiles M51. Idem pour le nombre de SNA, en dessous d'un certains nombre l'opérationel devient tributaire de murphy.

France calls for eurozone CDS clearing house By Jeremy Grant in London Published: February 18 2009 21:01 | Last updated: February 18 2009 21:01 The French central bank has called on eurozone countries to rally to create a clearing house for the credit default swaps (CDS) market to “face down” the risk of the business going to London or the US, raising alarm bells over financial protectionism. In the war for control of the $28,000bn market, the confidential report prepared by the Banque de France looks at establishing a clearing mechanism for over-the-counter CDS. It is likely to trigger a reaction from the UK Treasury and Bank of England, already concerned at the damage done to the City of London’s future prospects by the financial crisis. Credit default swaps offer a form of insurance against corporate defaults. They are the focus of a push by regulators on both sides of the Atlantic for wider use of safeguards such as clearing in the use of lightly regulated, off-exchange products. Efforts to come up with a clearing house for the CDS market are advanced in the US, where four exchange-led groups have proposed solutions. The European Commission and European Central Bank insist that Europe have a clearer based in the region as well. But matters became complicated after suggestions last month by French finance minister, Christine Lagarde, that such a solution should apply to the eurozone. The only clearer to offer CDS clearing in Europe is LCH.Clearnet, which is based outside the eurozone in London. It is in talks about a possible takeover by The Depository Trust & Clearing Corporation, the large US clearer. In the 26-page report, obtained by the Financial Times, the Banque de France warned that LCH.Clearnet’s “decision-making structure” was based in London and that this could lead to “an increase in the weight of the London financial market or the relocation of governance to the US, if the Paris financial markets do not recommend a solution”. “The strategic nature of this business sector means that it is important to create a pan-European clearing house for the eurozone with sufficient critical size to face down these challenges,” the report said. Banque de France called for the creation of a “consortium of eurozone banks and shareholders of major infrastructures with the objective of developing a common strategy for the integration of several of the eurozone’s principle clearing houses”.

    C'est vrai que les prix sont chères en Guadeloupe mais du temps ou la vignette automobile éxistait peu voir quasiment aucun Guadeloupéen ne la payait, un autre exemple est la présence de férraille sur le haut de beaucoups de constructions afin de se soustraire à l'impot, j'imagine qu'il en est de meme pour d'autres impots comme la redevance TV. Pour ce qui est de briser les monopoles à l'importation pourquoi ne pas mener des actions à Bruxelles?
