"Aujourd'hui on leur montre que la motorisation (standard actuelle de l'avion, ndlr) est pertinente", a déclaré le ministre devant des journalistes, en allusion au déploiement de ce type d'appareils par l'armée française, en pointe dans l'intervention militaire en cours en Libye. "Nous sommes dans des négociations avancées mais qui durent", a aussi dit Gérard Longuet, évoquant un pays qui a à la fois "des besoins et des moyens" budgétaires, à la différence d'autres acheteurs potentiels comme le Brésil. Des discussions sur la vente de 60 exemplaires La France et les Émirats négocient depuis 2008 la vente de 60 exemplaires du Rafale, fleuron de Dassault Aviation, en service dans les armées françaises mais jamais vendu à l'étranger. Mais Abou Dhabi réclamait jusqu'alors une version améliorée de l'appareil, qui serait dotée d'un moteur fabriqué par Snecma (groupe Safran) plus puissant, d'une poussée de 9 tonnes, et un radar, fourni par Thales, plus performant. Le financement de ces améliorations "est l'une des questions en cours de discussion", avait indiqué un haut dirigeant de Dassault Aviation en février lors du salon Idex (équipements de défense) dans la capitale émiratie.

As Pugliese notes that the DND's highest cost estimate for the F-35 has now risen to CAD$80 million per aircraft, he also quotes Ross' testimony last month to Parliament's Standing Committee on Government Operations and Estimates. Here's Ross, according to Defence Watch: "Right now that estimate is 75 to 80 million for the conventional takeoff variant, not for the other two which are more expensive and have more developmental risk. That variant, our variant has finished its development. It is in production and the United States Air Force has taken its first production aircraft and will stand up its first squadron this year." [Emphasis added] Claiming the F-35A "has finished development" is simply untrue. This is different than normal PR spin, which upon scrutiny often proves generally true yet misleading at the same time. No, this statement is factually incorrect, and Ross is just plain wrong. Development testing for the F-35A is currently scheduled through 2016. Don't believe me. Just do a quick Google search. Believe this press release from the US Air Force, or this press release by the Department of Defense, or this report from the director of Office of Test and Evaluation. This is not a secret and the US government has made no attempt to conceal or obscure the F-35 programme's development schedule. This is true even though production aircraft are being delivered to Eglin AFB. These aircraft must be modified to the operational configuration after development is complete. Telling a Parliamentary panel otherwise is simply wrong.

However, US Secretary of State Hillary Clinton is expected to push for the fifth generation F-35 on her visit to India. There could be some American sour grapes over the elimination of two iconic American fighter aircraft from the Indian MMRCA competition, Lockheed's F-16 and Boeing's F-18 Super Hornet, on display when Hillary Clinton begins the strategic dialogue with her Indian counterparts. The Indian Air Force (IAF) brass apparently bent over backwards to brief senior Lockheed and Boeing representatives last week on why their aircraft were eliminated even though there was no requirement to do so. The betting is that Hillary Clinton may seek redress and push the case for the Lockheed built fifth generation super stealth F-35 Lightning. Lockheed representatives told journalists the Indian Navy had shown interest and both the navy and the Air Force were demonstrated its capabilities in a simulator. Retired Air Marshal PS Ahluwalia said, "The JSF is tech of the future and into 5 gen if not beyond. The question is if we get technology in the future for any conflict term or participate in any war fighting capability it will have to be technology that will be outstanding." Lockheed claims that the basic F-35 could cost as low as $ 65 million, which is cheaper than the $ 85 million for the fourth generation French Rafale and the $ 125 million also for the fourth generation Eurofighter Typhoon, the two aircraft remaining in the MMRCA competition. "It sounds difficult for me to understand that it will cost only 10-15 million more that the F-16 or F-18," Ahluwalia said. Over the last decade, French defence vendors have bagged, or are the leading contenders to win a number lucrative Indian arms contracts, including the $11-billion medium, multi-role combat aircraft tender for 126 aircrafts for the Indian Air Force, and the estimated $2.4-billion Mirage-2000 upgrade. "We have always had a long-standing relationship with France, and a lot of goodwill was created after the 1998 nuclear tests at Pokhran. The current relationship is not really a new synergy that is being created, but is a continuation of past ties," Kanwal Sibal, former Indian foreign secretary said. Defence analysts point out that both countries are now looking to enhance their bi-lateral relationship to a more robust strategic partnership, a development that could see the European powerhouse rival the United States as India's defence partner of choice. "It is a question of having a basket of choices. If one does a cost-benefit analysis on a subjective term, France is a major player, since their technology is at par with anything being offered by the United States. India has to extract the maximum mileage out of what is being offered by France," Deba Ranjan Mohanty, senior fellow with the New Delhi-based think tank, Observer Research Foundation said. While Indo-US strategic ties have grown by leaps and bounds over the last decade, they have also been marred by a number of misgivings, including the latter's relationship with Pakistan, transfer of critical technology and the reluctance of India's armed forces in signing a number of strategic agreements such as CISMOA, BECA and LSA. The French, however, have assured India of complete co-operation with regard to transfer of technology. Aviation major Dassault has claimed that the Rafale, one of the contenders for the MMRCA tender, is not subject to International Traffic in Arms Regulations restrictions, thereby giving it a huge advantage over its rivals. Separately, the Nicolas Sarkozy's government has also cleared full technology transfer of the Rafale to India, and has also agreed to transfer software source codes, which will allow India to re-programme radars and other sensitive equipment. However, the effectiveness of the promises are yet to be tested. "While France is a relatively easier partner, any expectations that it will transfer non-proliferation nuclear technology is misplaced. They will never expose themselves to international criticism," Mr Sibal said. According to Mr Mohanty, if the Rafale does get selected by Indian government and the IAF, it will be the biggest test of French abilities with regard to the transfer of critical technologies.

But they couldn't guarantee if the plane would be economical to maintain over the long run. This is a key requirement for the IAF as it sets about selecting the vendor for a 126 fighter aircraft tender. Taking time off to meet Indian journalists at the International Military Air Show here, Chief of Staff of the Royal Air Force Stephen Dalton found that the Typhoon, over the years, had developed to the point of delivering more hours per airframe than “we could imagine.” From 22 to 24 hours per month, the last three months have seen the numbers go up to 80 hours. “It is more reliable. But these are still early days. I won't say we have sorted out all the issues. We have to get right some of them. At the same time we are very happy with it from the point of view of availability,” Sir Dalton observed. “It has a long way to go. I don't know about total life cycle costs, but I know that its availability and performance has been outstanding,” he added. German Air Force chief Aarne Kreuzinger-Janik, more taciturn and less given to turns of phrases, fully supported his British counterpart's analysis about the plane's reliable all-weather multi-role platform architecture. “We can build on it for the future operational availability. It is more than we expected. But it still in the beginning phase. Six years of service does not allow you to see 30 years ahead,” he concurred. Asked whether the financial crises would stymie plans to induct more Typhoons, both air chiefs said in future this fighter would form the backbone of their air forces. In other words, more and more Typhoons would continue to be inducted in Germany and Britain regardless of the fiscal soup in which Europe finds itself in today. They also touched on the other point under intense discussion in the Indian strategic community — induction of futuristic technologies — with one section claiming that the type of radar sought by the IAF is unlikely to be provided soon. Sir Dalton replied by pointing out that as a military man, he would have liked those capacities “yesterday.” He proclaimed himself satisfied by the “reasonably proven” capability of the fighter aircraft and hoped there would be a balance between capability and aircraft availability. As both air chiefs professed their preference for fewer types of aircraft in their fleet, they were asked if the Indian government should not opt for the French Rafale because the IAF already has its maker Dassault's Mirage-2000 in its inventory. Pour ma part, avec le recul on sent une certaine fébrilité à essayer d'argumenter que le tyffie peut faire aussi bien que le raffy en air-sol et en multi rôle. Même les journalistes anglais ne sont pas tendre pour l'eurofighter. Pour le rafale on a seulement la confirmation de ses capacités. Mais l'opinion est déjà faite pour les gars du MMRCA après l'évaluation technique, ils connaissent les avions, c'est sur le plan politique,offset,prix,tto que ca discute maintenant. Le volet technique est clôt. -le prix on a l'avantage -les offset je pense que EADS à un avantage avec l'intégration de l'Inde dans le consortium. -On a l'avantage politique avec l'abandon du pakistan et on a déjà des partenariats avec l'inde, volet nucléaire ?. -Transfert de techno, à voir.

L'eurofighter surpasse le rafale end air-sol http://www.thehindu.com/news/national/article2233653.ece It has superior turnaround time, bombing capabilities With just a fortnight left for the opening of commercial bids for the Indian military's biggest ever tender, four European nations — the U.K., Germany, Spain and Italy — bidding jointly for 126 fighter planes promised an open door technology transfer and emphasised the superiority of their Eurofighter Typhoon over its sole competitor, the French Rafale, during ongoing operations in Libya “The technology transfer is very attractive,” said senior officers of the four-nation consortium while senior Royal Air Force officers, sidestepping the morality issue of bombing a sovereign country, claimed that the Typhoon has outperformed the Rafale in Libya. Asked whether the source code — a bone of contention with the Americans who were knocked out of the competition earlier this year along with the Russians and the Swedish — would also be transferred, they said, “everything is on the table.'' India needs these planes to shore up its falling squadron levels brought about by the retirement of the MiG series but has displayed little desperation, preferring to evaluate both bids on merits. The commercial bids open on the first of next month and available information indicates that the French bid is likely to beat the four-country offer on price. It can restore this imbalance by lower life cycle maintenance costs and higher operational availability. “There is very strong will to transfer all possible technology,” said senior officials while detailing the technologies that would accrue to the Indian Air Force if New Delhi opted for the Eurofighter's Typhoon. These include Carbon airframe, mission system capabilities and advanced avionics though the kind of radar sought by the IAF is still undergoing development. British pilots and their commanding officers conducting operations over Libya against the regime of its President Maumar Qadhaffi displayed statistics to prove that out of the 1,000 plus sorties flown by Rafale, Typhoon and Tornado, it was the offering by their home country to India that was superior in terms of turnaround time and bombing capabilities. While the Saturday's air display at the international air show in this decidedly British rural setting of vales and weeping willows was partly washed out by another decidedly British characteristic — the unpredictable weather — there was no let up in the attempts to hard sell their fighter. All the familiar arguments about precision strike capabilities being trotted out by the American-West European combine since Gulf War-I were also laid out — “we are denying ground to Gaddafi's forces; people are being protected and there are few civilian casualties.” The approximately $11-billion tender would be a make or break affair for both the French and the four European nation team up. So far 280 Typhoons have been delivered to six countries, said officials trying to make the point that the French Rafale has had no international customers. Though the number of countries opting for the fighter appears impressive, the fact is four of the customers are the ones who are co-producing the planes. That leaves the other two – tiny Austria which does not want some of the features – and the cash rich Saudi Arabia, a perennial customer for Western offerings. “Our strategic vision is to work in partnership with the Indian industry, to develop and manufacture in India, to meet the requirements of the Indian security forces. This is directly in line with the Indian government's policy to increase self-sufficiency in the defence and security technology/industry,” maintained officials aligned with the companies that have joined hands to produce the Eurofighter Typhoon. They also sought to underline the previous relationships with India stretching back to the early days of the Indian Air Force — Spitfires, Hawker Hunters, Jaguars, Canberras, Gnats, Sea Harriers (Navy) and Hawk advanced jet trainers. The French too have their compelling arguments to offer since they too have been intimately connected with the Indian military. Defence Minister A.K. Antony has repeatedly said merits of the plane rather than geo-political considerations would be the prime consideration. The coming days will see India being tested as the two sides step up pressure for what is said to be the mother of all defence deals as far as India is concerned. -

L'EBA a indiqué que ces banques avaient besoin au total de 2,5 milliards d'euros pour se renforcer. Elle n'a pas détaillé dans un premier temps le nom ou la nationalité des banques ayant raté l'examen, chaque établissement concerné et les régulateurs nationaux ayant la priorité pour communiquer à ce sujet. Selon les annonces faites simultanément dans chaque pays par les banques ou les régulateurs, 5 banques espagnoles et une banque allemande ont échoué. Deux banques grecques figurent également parmi les recalées, à savoir Ate et Eurobank. L'EBA a précisé que seuls les résultats de 90 banques avaient été finalement pris en considération, sans autre explication. Toutes les banques italiennes, françaises, portugaises, irlandaises et britanniques ont réussi le test.
