Via Scramble "Full rate production decision for KC-46A Pegasus aircraft delayed On 9 June 2020, the US Air Force announced it delayed the full rate production milestone for the Boeing KC-46A Pegasus to the end of fiscal 2024. The KC-46 programme has several remaining category 1 deficiencies, the term used by the Pentagon to describe the most serious form of technical problems. Two of the deficiencies involve the aircraft’s remote vision system, which is a series of cameras and sensors used by the boom operator to see outside the KC-46 and refuel other aircraft. The USAF has contended that the RVS does not properly function in all light and weather conditions. The service refuses to deploy the KC-46 until the problem is fixed. In April, Boeing agreed to pay for a complete redesign of the system. Boeing needs time for this redesign until at least 2023. One other issue involves the Pegasus' boom, which was developed to meet NATO-specific requirements. However, it cannot refuel the A-10 Thunderbolt II. The USAF is paying for the redesigning of the boom actuator, as the service signed off on the original design. It did not realize until afterward that the system does not meet the specifications needed to refuel the A-10. Recently, in March, the USAF announced an additional category 1 deficiency, after maintainers found fuel leaking between the tanker’s primary and secondary fuel protection barriers. It is unclear whether this is still a problem, as Boeing had already developed a fix and had begun retrofitting aircraft at the time the issue was announced. The Director of Operational Test and Evaluation, Robert Behler, intends to conclude operational testing of the KC-46 only after prime contractor Boeing fixes the tanker’s critical deficiencies and has finalized its production configuration. Given its confidence in deficiency resolution timelines for both the aerial refuelling boom and Remote Vision System, the Air Force is rescheduling the Pegasus' Full Rate Production Decision milestone to late Fiscal Year 2024. The USAF notes that delaying the full rate production decision will not affect the programme's cost, since it is locked into place in a firm, fixed price deal with Boeing. This contract holds the contractor financially responsible for cost overruns. Also, it will not cause the service to alter its current delivery schedule. Boeing is already full-rate-producing KC-46s at fifteen tankers per year. It delivered the first KC-46 to McConnell AFB (KS) in January 2019. Since then, Altus AFB (OK) and Pease ANGB (NH) have also taken on new KC-46s. Boeing is set to produce 179 KC-46s within the programme. The company is suffering from cost overruns of about USD 4,6 billion, while the contract it was awarded in 2011 is worth USD 4,9 billion."

Le Turkménistan ferait ses emplettes en Italie, 6 M346 Master et 8 AW139. Via Scramble: "Turkmenistan probably ordered six M346 Master combat training jets and eight AW139 helicopters. Our friends of BMPD, the unofficial blog of the Russian think tank Centre for Analysis of Strategies and Technologies, reported first that according to the annual military arms export report (from Italy abroad) of the Italian Ministry of Foreign Affairs that was presented to the Italian Senate clears that Turkmenistan will probably become a Master user. The Turkmen only rarely comments on military issues and did not make a statement concerning the AW139 or the M346. Details of the order remain scarce, but a BMPD analyse of the Italian government report resulted that Leonardo was receiving a contract for six M346s and eight AW139s in 2019. Scramble Facebook News (SFN) already reported about this upcoming contract on 18 May 2018 (*) and on 1 August 2019 (**). The SFN 2018 report followed a demonstration of Leonardo products (including C-27, M346) at Mary-2 air base (Turkmenistan), Most probably, this demonstration resulted in a contract for six Masters and possibly eight AW139s. Italy is a traditional military hardware supplier to Turkmenistan. It is reported that from 2007 to 2017, the Italian government issued export licenses for the supply of military products to Turkmenistan in the amount of USD 271 million (247 million euro). While in 2019 this amount was increased to USD 490 million (446 million euro), most probably including the Master and AW139 order. Leonardo has so far delivered a total of 72 M346s (22 for the Italian Air Force, 12 Singapore, 30 Israel and eight (plus eight on order) for Poland). In February 2020, Azerbaijan signed a letter of intent regarding the option to buy ten to fifteen M346s."

Ah la gestion à l'anglaise! La RAF cherche de nouveau à se débarrasser de ses Sentinel R.1. Via Scramble: "UKDJ reports that the United Kingdom Ministry of Defence claims the Royal Air Force (RAF) fleet of Sentinel R1s is “now increasingly obsolescent and will face increasing reliability issues as time progresses”. The Sentinels, since 2008 assigned to 5(AC)sq at RAF Waddington (UK) will still leave service in March 2021, as originally planned. The five modified Bombardier BD-700 (Global XRS) Sentinel R1s (serials ZJ690-ZJ694) have been operationally deployed in support of a number of operations. Some operations are considered to be both conventional and counter insurgency; for example operations in Afghanistan (Operation Herrick) and Iraq (Operation Shader). It has also been deployed on operations in Libya (Operation Ellamy), Nigeria (Operation Turus) and Mali (Operation Newcombe), and currently over Syria and Iraq (Operation Shader) in support of Operation Inherent Resolve. These are all considered conventional operations. A radar and mission system upgrade of the aircraft was expected in the mid-2010s, but this upgrade was cancelled, now resulting in the likely out of service date of the Intelligence, Surveillance and Reconnaissance aircraft. It is rumoured that the UK government will purchase additional P-8A Poseidons to replace the Sentinels."

Premier taxi runs pour un Rafale EH monoplace indien, bientôt le premier vol. Scramble: "India's first Rafale single seat performing taxi-runs On 17 March 2020, the Bharatiya Vayu Sena (Indian Air Force) first Rafale EH single seat fighter aircraft, serial BS003, made taxi-runs at Dassault's factory airfield Bordeaux/Mérignac (France). The first flight of the aircraft will most probably occur soon. According to the Scramble Magazine database, three Rafale EHs and all eight Rafale DHs have been noted so far. In May 2020 it is expected that a first batch of four Rafales will be delivered to 17 Squadron 'Golden Arrows' at Ambala Air Force Station (state of Haryana). However, aircraft deliveries may be halted because of the current COVID-19 (Corona virus) crisis. Nice to know is that the first flight of an Indian Air Force Rafale DH dual seat aircraft was made exactly eight months ago on 17 July 2019. On this date, Rafale DH serial RB001, took to the skies at Bordeaux/Mérignac *)."
