Le Brésil confirme son intérêt pour le Rafale, malgré l’accident

Jeudi dernier, 2 Rafale Marine sont entrés en collision au-dessus de la Méditerranée. Le Brésil s’est déclaré intéressé par un achat et cet intérêt n’est pas affecté par cet accident, selon les déclarations du gouvernement brésilien.

Le ministre brésilien de la défense, Nelson Jobim, a déclaré que l’accident des 2 Rafale Marine en Méditerranée n’affecte pas la décision d’acheter ces appareils dans le cadre du programme de réarmement brésilien.

“L’accident n’affecte en rien” la décision du gouvernement concernant l’achat d’avions de chasse français, a déclaré Jobim.

La presse brésilienne a consacré un large espace à l’accident des 2 Rafale, construits par Dassault.

Décision en octobre

Jobim a déclaré que le Brésil choisirait “la meilleure proposition, et cette évaluation doit être effectuée par l’armée de l’air brésilienne dans la période de remise de propositions qui se termine le 2 octobre”.

La période initiale se terminait le 21 septembre mais elle a été ensuite prolongée à la demande de l’entreprise suédoise Saab afin qu’elle puisse reformuler son offre à temps pour que le gouvernement suédois envoit une mission gouvernementale à Brasilia.

En parallèle, la Secrétaire d’Etat américaine, Hillary Clinton, a écrit à son homologue brésilien, Celso Amorim, pour lui dire que les Etats-Unis souhaitaient que le Brésil achète des F18 de Boeing.

Néanmoins, Jobim a déclaré que, au-delà de l’évaluation technique de l’armée de l’air, il y a le “souhait politique du Brésil à maintenir des négociations avec la France, parce nous avons déjà une alliance stratégique” dans le domaine militaire, a rappelé le quotidien Folha de São Paulo.

Les USA ont fait semblant de leur faire des courbettes pour les SHornet, et voilà où on en arrive... "vous l'aurez voulu !" Je trouve ça totalement incorrect et déplacé.

Puisque tu en parles Thomas, Sarkozy a d'entrée donner son soutien à la ville de Rio pour les JO 2016.

Pour rappel, Londres, ce sera en 2012 (E), donc la probabilité que Madrid (continent E) candidate malheureuse pour 2012, tout comme Paris mais dont les espagnols avaient apporté par la suite leurs soutiens à Londres, obtienne l'aval de la commission JO est nulle. Paris rancunière soutient dès le départ Rio de Janeiro.

Sur le plan attrait touristique, Rio étant plus en vue que Chicago.Puis sur le continent Nord Américain, il y a déjà eu en 1976, Montréal, puis Los Angeles en 1984, et enfin Atlanta en 1996. Je ne compte pas les JO d'Hiver.

Le Continent sud-américain devrait logiquement se voir attribué la désigniation.

STOCKHOLM, Sept 22 (Reuters) - Swedish defense and aerospace firm Saab (SAABb.ST) on Tuesday denied requesting an extended deadline from Brazil's air force in the tender for the country's next-generation fighter jets.

The Brazilian air force, which said on Monday that Saab had asked for more time, changed its tune on Tuesday, saying the request had come from all the bidders.

The other two finalists in the bidding process are France's Dassault Aviation (AVMD.PA) and U.S. aircraft manufacturer Boeing Co (BA.N).

Saab's top executive, Ake Svensson, told a press conference that the company had not requested a delay. He said Saab could have handed in the tender on Monday, when it received notice that the bidding process would be extended by two weeks.

The new deadline is Oct. 2.

The Brazilian air force said in a statement on Monday that Saab had asked for more time to present improved bids. [iD:nN21282585] But on Tuesday the air force said in a statement on its Web site that the extension had been requested by all "the competing companies."

An air force spokesman told Reuters he could not explain the correction.

Embraer Favors the Purchase of Swedish Fighters

SAO JOSE DOS CAMPOS, Brazil --- Embraer considers the Swedish Gripen fighter's technology transfer package the best option for the company to establish a strategic partnership in the context of the F-X2 fighter competition. The contract provides for the purchase of 36 fighter aircraft, worth U.S. $ 2 billion, and is also disputed by Dassault Aviation, with the Rafale, and by Boeing, with the F-18E/F Super Hornet.

"We evaluated the three proposals at the request of the Brazilian Air Force, and we concluded that the offer submitted by the Swedish company Saab will best ensure that Brazil obtains the know-how and the technology to “learn on the job” said Embraer’s Deputy Chief Executive for the defense market, Orlando José Ferreira Neto.

He says that the Gripen NG, a more advanced version of the Gripen C / D which has not yet entered production, is the only competitor that offers the opportunity for Brazil to begin developing a fighter from scratch, or almost. "We are not interested in producing parts. We seek to learn what we don’t yet know, and that will be useful for us in the development of future aircraft."

Ferreira Neto’s opinion is shared by most of the companies that make up the aerospace supply chain in Sao Jose dos Campos. "We will evolve from a group of small businesses dependent on Embraer to a vertically-integrated group capable of providing integrated, complex aerostructures, not only to Embraer but also to the foreign market,” said César Augusto da Silva, chief executive of Akaer.

Akaer is part of the T-1 Holding, which comprises five Brazilian companies involved in the Swedish Gripen bid, and which would be responsible for the design and production of the fuselage, rear fuselage and wings in case Brazil bought the Swedish fighter. The Gripen’s fuselage, according to Da Silva, is more complex than anything yet made in Brazil, as it involves high-tech systems such as latest-generation alloys and advanced materials like composites. "The price we pay for the fighters will be returned to Brazilian companies in the form of jobs and new technologies." In five years, according to Da Silva, T-1 estimates it will be able to export $ 500 million worth of aerospace goods, and create 2900 direct jobs in Brazil.

For Embraer, the F-X2 advanced fighter program will also bring technological benefits. "We are interested in the technologies involved in a supersonic flight and the use of advanced materials to face the new challenges they pose to aircraft manufacturers," said Ferreira Neto.

The technology of next-generation fighter radar, according to Ferreira Neto, could also be used in civil aviation. Another area of know-how is the system that optimizes fuel consumption. "The F-X2 program can bring valuable know-how and knowledge for research and development, which will find applications for example in the KC-390 transport aircraft we are developing for the Brazilian air force.”

The capacity of the domestic industry, according to Ferreira Neto, is essential to ensure the country's capability in future to make changes and modifications in the aircraft that Brazil will acquire, and to build a new fighter. C'est très facile de se mettre un mec dans la poche dans une boite si tu lui fais miroiter des opportunités (carrière, influençage, vacances de luxe, piscine in the jardin etc.) en cas de choix de ta candidature. Très facile de faire publier un communiqué ou un témoignage d'un "cadre sup non identifié" en catimini, quitte à ce qu'il soit démenti ensuite, l'effet recherché est de toute façon atteint.

Aujourd'hui les concurrent savent exactement dans quels domaines ils doivent porter leurs attaques.

Pour l'Administration US c'est tout sauf le Rafale. POur l'instant c'est le Gripen qui est mis en avant. Je rappelle qu'à une certaine époque avant le retour en grâce du F18 E/F le suédois avait le soutien américain.

Pour le moment le Gripen sert à faire monter la mayonnaise ... et çà marche

On a crié victoire bien trop tôt et aujourd'hui on doit se battre pied à pied et laâcher peut être plus que ce qu'on aurait voulu au départ.

Et puis apparemment, les suédois on demandé un délai pour calibrer leur offre.

Dassault a une offre bien établie, avec un avion qui existe déjà, et propose un partenariat qui semble déterminant pour les brésiliens.

Oui, les concurrents font des contre-proprositions, et ce contrat n'est pas signé. Mais pour une fois, la France a un coup d'avance. Et les US ne peuvent pas passer en force avec le brésil. A se demander s'il n'y a pas d ailleurs une certaine amertume brésilienne qui fait le jeu du Rafale.

La société exportatrice d'armements russe Rosoboronexport a estimé, vendredi 2 octobre, avoir de "bonnes chances" de remporter un important contrat de vente d'avions de chasse Su-35 au Brésil, alors que la France avait récemment assuré qu'elle décrocherait l'offre avec 36 Rafale.

"Notre offre contient un important programme de transfert de technologies – qu'il s'agisse de services techniques, réparations, et tout ce qui est nécessaire à la fabrication [d'avions de chasse] Su-35 au Brésil", a déclaré de son côté le directeur de Rosoboronexport, Anatoli Issaïkine, cité par l'agence Interfax. Outre la Russie, des offres ont été déposées par des concurrents français, américain et suédois.

Le président français, Nicolas Sarkozy, avait assuré le 23 septembre que le contrat de vente au Brésil de 36 Rafale, avion de chasse jamais exporté, serait signé. "Il y a un accord politique, qui fait qu'on négocie le contrat et le contrat sera signé comme les sous-marins" vendus au Brésil en décembre 2008, avait-il déclaré à New York, en marge de l'Assemblée générale de l'ONU.

Déjà si notre omni-président avait su se retenir un peu avant d'annoncer en fanfare un joli cocorico histoire de tirer à lui toute la couverture médiatique, l'appel d'offre serait déjà terminé  et les négociations bien mieux engagées pour Dassault.

Par contre, pour les bénéfices chez nos industriels, c'est pas la même chose... mais bon, ça valait bien la minute de gloire de Talonnette 1er.  ;)

Je crois qu'il faut arrêter de taper dans le gras de NS qui en l'occurence n'a qu'une longueur d'avance sur la concurrence controlatérale qui essaie de faire pareil mais en moins bien : exemple l'annonce en tintamarre d'un poste d'ambassadeur à l'ONU.

J'avais eu l'occasion d'approcher un directeur de la photo d'un grand magazine people, avant les élections présidentielles et en discutant avec lui , il avait eu cette phrase un peu sibyline : "on va être devant deux couples défaits en représentation" (ou qq chose comme cela). Ce qui m'avait assez "scotché" car je ne pensais pas que Ségolène qui avait annoncé peu de temps avant qu'elle allait se marier avec François (lequel avait démenti aussi vite) , était déjà en fait en  rupture avec lui ...[nota je n'avais plus d'illusion sur Cécilia-NS par contre, malgré de superbes photos sur Pouri-Match]

C'est un problème général qui touche tant la droite que la gauche et qui est un travers de la société moderne où on existe que par les cotes de sondages.

Après cette affaire, où les moyens ont été mis avec "une War Room" dédiée à la vente du Rafale (qui va peut-être seulement lui permettre d'être enfin exporté), il faudrait plutôt réfléchir à prendre de la hauteur dans la gestion de la politique maintenant systématiquement à  court terme, car scotchée à l'audimat et au sondage sofres...et non plus seulement aux prochaines élections (qui conditionnaient déjà auparavant l'absence de courage politique à dte  comme à gauche...).

On ne peut pas exister que par le médiatique à court terme
