India & Israel Introducing MR-SAM 15-Jul-2007 19:03 | Permanent Link Related stories: New Systems Tech, Other Corporation, Partnerships & Consortia, Asia - India, Middle East - Israel, Policy - Procurement, Transformation, Missiles - Surface-Air, Contracts - Intent Barak launch (click to view full)In February 2006, "Israel, India to Cooperate on $350M Long-Range Barak SAM Project" covered a joint Indian-Israeli development agreement to create a new medium shipborne air defense missile, based on the Barak system in service with both navies. In October 2006, "India to Buy Israeli "SPYDER" Mobile Air Defense System" covered India's move to buy mobile, short-range surface-to-air missile (SAM) systems for its army, based on the Python and Derby missiles in service with its air force and naval aircraft. MR-SAM is an Rs 10,000 crore (almost $2.5 billion) project to develop a medium range SAM for use with India's land forces. Despite a development timeline measured in decades, India's indigenous "Akash" program remains in the test stage, and has not even begun user trials. By leveraging a foreign partnership as it did with the PJ-10 BrahMos supersonic cruise missile, India hopes to break the logjam and enjoy a similar level of success. With the approval of the MR-SAM joint venture, India is moving to address its critical air defense weaknesses and upgrade "protection of vital and strategic ground assets and area air defence"... SA-3 (click to view full)The DRDO Defence Research and Development Organisation (DRDO) will be the 'prime developer' for the project which will have a Rs 2,300 crore indigenous component. Israel Aerospace Industries will be the key partner, and will contribute most of the applicable technology, just as Russia did for the BrahMos by offering its SS-N-26 Oniks missile as the base platform. As of its approval by the Cabinet Committee on Security in July 2007, MR-SAM surpasses BrahMos, and may be the largest joint defense development project ever undertaken between India and any other country. The 4-5 year project aims to provide India's military with 9 advanced air defence squadrons, each with 2 MR-SAM firing units. Each unit, in turn, would consist of a command and control center, an acquisition radar, a guidance radar, and 3 launchers with eight missiles each. The total would therefore be 10 C2 centers, 18 acquisition radars, 18 guidance radars, and 54 launchers armed with 432 missiles ready to fire. India Defence reports that IAI and its Israeli partners have agreed to transfer all relevant technologies and manufacturing capabilities to India. Indian sources estimate a 4-year, $300 million System Design & Development phase to develop unique system elements and an initial tranche of the land-based missiles. SA-8 (click to view full)The Times of India adds that: "The project is crucial because, as highlighted by TOI earlier, there are still "many gaping holes" in India’s radar network and the armed forces only have near-obsolete air defence units like Russian Pechora [DID: upgraded SA-3], OSA-AK [DID: SA-8B, scheduled for interim upgrades], and Igla [DID: SA-16 shoulder-fired] missile systems. Sources said the MR-SAM project is actually an extension of the ongoing DRDO-Israel Aerospace Industries (IAI) project, launched in January 2006 at a cost of $480 million, to develop a supersonic 60-km Barak-NG (new-generation) missile defence system for Navy." Barak Components (click to view full)Barak is a supersonic, vertically-launched short range air defense system. It is currently in service with at least India, Israel, Singapore, and Venezuela, and possibly several other countries as well. India has bought over $300 million worth of these missiles as a substitute for the indigenous but long-delayed Trishul ("Trident") missile project, and Barak systems now equip many of the ships in India's Navy. The missile's fast response time, effectiveness against missile threats, and compact size are considerable assets, but they are currently offset somewhat by a range of only 10 km/ 6 miles or so. The Navy's Barak-NG project aimed to give the missiles a much longer reach, with the intention of making it India's primary naval SAM. India Defence and the Israeli newspaper Ha'aretz also reported that MR-SAM would be an extension of work done on the Barak-NG deal, but that is not yet certain. The Indian Express quotes DRDO Chief M Natarajan as saying that: "It is still under discussion. We cannot talk more about it…" Most reports, however, place the desired capabilities at 70 km/ 42 mile range (though India Defence says 150 km/ 90 miles) effective range, with 360 degree coverage and the ability to engage multiple targets simultaneously. June 2007 saw the formal signing of a memorandum of agreement between Indian defense research authorities and prime contractor Israel Aerospace Industries (IAI). A formal add-on development contract is expected by early 2008. Israel has risen to become one of India's largest defense industry partners, and may be on its way to surpassing Russia as India's largest partner
Israel Is Accused of Blocking Spysat Deal With Venezuela By BARBARA OPALL-ROME, TEL AVIV Israel’s Ministry of Defense and some of the country’s leading industry executives repeatedly squashed Venezuelan bids to buy high-resolution commercial satellite imagery, twice by sabotaging potential procurement deals and more recently by ignoring a personal offer by President Hugo Chavez to buy into ImageSat International (ISI), a local satellite operating firm, according to a lawsuit filed July 2 in New York’s Southern District Court. In their lawsuit, the ISI minority shareholders accuse major investors and current ISI management of “spurning lucrative … opportunities in Venezuela in order to devalue the company [imageSat].” The plaintiffs represent a cross-section of minority shareholders in ISI, including members of the founding management and other former employees. The plaintiffs note they invested millions during “ImageSat’s highest risk start-up and development stages and at times when the company was in financial crisis, for which they received common or preferred shares or bridge warrants.” Although ImageSat is a Netherlands Antilles company now headquartered in Israel, the plaintiffs contend they have standing in U.S. courts because the company regularly does business in New York. Their 197-page complaint provides a rare glimpse beyond the veil obscuring most sensitive international business deals, and chronicles intimate details surrounding nearly seven years of foreign trade negotiations. It provides names, dates, copies of contracts and electronic mail, as well as a behind-the-scenes account of the geopolitical and defense cooperative considerations influencing military and dual-use trade. Prior to the complaint’s entry into U.S. public record, ISI had adamantly refused even to identify current or prospective strategic operating partners. But as the lawsuit reveals, ISI entered into such exclusivity agreements with India, Taiwan and Angola, the latter two of which were later terminated by customer demand. In the Venezuelan case, the plaintiffs allege that from 2001 through late 2006, ISI management, Israel Aerospace Industries (IAI), Elbit Systems and other major shareholders of ImageSat “sabotaged and recently flat-out rejected the opportunity to sell satellite imaging services” to Venezuela. According to the complaint, IAI sought to secure the bulk of the Venezuelan Air Force’s available budget for its own “high-tech intelligence program” and proposed upgrades to Venezuela’s F-16 and Mirage fighter fleets instead of imagery purchases. Talks Began in 1999 According to the complaint, ISI began exploratory talks with Vene-zuela in 1999, about a year after obtaining a Ministry of Defense license to sell imagery generated from the Eros-A, a commercial version of Israel’s Ofeq-3 spy satellite. By 2002, Venezuela had earmarked funding for the exclusive rights to the Eros footprint, meaning all imagery captured within about 2,500 kilometers of the Venezuelan ground station. However, the lawsuit alleges that misinformation provided to Venezuela by IAI, but withheld from ISI’s Caracas-based representative — a lead plaintiff and founding executive of the firm — prompted a reprogramming of the funding. After an intensive effort by ISI’s local representative to reverse that reprogramming, the Venezuelan Air Force again requested $77 million in 2003 funding for the Eros-A program. But yet again, plaintiffs claim, IAI intervened to reduce that amount to a mere $6 million “in order to make a greater portion of the Air Force’s budget available for allocation to IAI programs.” According to the complaint, Venezuela attempted in 2005 to revive the imagery program, but by then U.S. political pressure to suspend ties with Chavez’s leftist, anti-U.S. government prompted ISI foot-dragging in the transfer of financial and other data required under Venezuelan law. Throughout 2005 and the first months of 2006, Chavez became increasingly bellicose, prompting Washington to declare an arms embargo in May 2006. During that period, an Israel Ministry of Defense official said in an interview last year, Israel did not yet view Chavez as a threat, but nevertheless agreed to tighten its export controls to soothe Washington. According to the complaint, Chavez made a last-ditch bid to seal the deal by personally offering to acquire up to a 30 percent interest in ISI “to negate claims made by some of his advisers … that ISI was no longer an apolitical commercial company but instead had become a front for IAI, the Israel Ministry of Defense and their counterparts in the U.S. defense establishment.” But by that time, it was too late. Last August, Israel joined Washington in its arms embargo against Venezuela. ISI’s formal rejection of the Chavez offer was communicated last November, along with instructions for the immediate return of all Eros-related equipment. In their complaint, plaintiffs claim potential losses of at least $210 million. In separate July 4 notifications to their respective shareholders, principal defendants IAI and Elbit rejected the plaintiffs’ allegations as baseless. Likewise, in a July 10 interview, ISI Chief Executive Shimon Eckhaus rejected complaints against him and his company. More Secrets Revealed Plaintiffs revealed that by 2000, ISI had an extensive global presence that included “formal associations” with leading remote sensing entities in Argentina, Austria, Canada, India, Italy, Japan, Russia, Singapore, South Africa, South Korea, Sweden and Taiwan. But they alleged that the mid-2000 appointment of IAI General Counsel Jacob Weiss to the firm’s top management marked an abandonment of long-standing commitments to maintain ISI’s international profile. According to the complaint, during Weiss’ short 18-month tenure, ISI operations outside of Israel were “abruptly terminated,” in contravention of ISI’s business plan and to the detriment of future strategic partnership opportunities. Plaintiffs accused defendants of “spurning” ISI’s international marketing efforts in general and prospective partnerships with Russia and South Korea due to the “competitive threat” such deals posed to the interests of IAI and Elop, an Elbit subsidiary. They also accused IAI and majority shareholders of “fraudulent acts” associated with the firm’s planned Eros-B satellite that forced Taiwan in 2002 to end its strategic partnership agreement. When ISI launched its second satellite in 2006 after a two-year delay, Taiwan considered renewing its agreement. But by then, Israel’s Ministry of Defense had rescinded ISI’s export license for Taiwan so as not to anger mainland China. As for Angola, a strategic operating partner since mid-2002, plaintiffs allege financial and operational mismanagement, including “outright fraudulent commission and other payments or bribes to agents” in connection with the program. Angola terminated its ISI contract in mid-2006. Israel’s Ministry of Defense declined to comment on the suit, as did Weiss and numerous defendants who said they had not yet been formally served with the complaint.
Israel to advance F-16, Black Hawk upgrades By Arie Egozi The Israeli air force is to enhance the combat effectiveness of its 125 Lockheed Martin F-16C/D fighters, to modify its Sikorsky UH-60 utility helicopters for attack duties by launching the Armed Black Hawk programme. Israel's F-16C/Ds are to receive the same avionics equipment integrated with its new-generation F-16Is, with this intended to boost commonality and allow the aircraft to remain in use until at least 2020. The air force says the upgrade, which has already undergone flight test using an F-16D, will also enable the older aircraft to carry new weapons slated for integration with its eventual fleet of 102 two-seat F-16Is, more than half of which are now in service. Likely beneficiaries of the upgrade include Elbit Systems' Elisra and Elop subsidiaries and Israel Aerospace Industries' Elta Systems division, with the modifications likely to be conducted by the air force's 22 depot. Israel opted to launch the Armed Black Hawk programme after cutting short a programme to upgrade and buy new Boeing AH-64A/D Apache attack helicopters last year. Work will start in September involving Elbit's Cyclone subsidiary, with a prototype aircraft scheduled to undergo flight testing from April-May 2008. The modified Black Hawk will carry command and control systems, electronic warfare equipment and Rafael Spike-ER air-to-surface missiles, and be capable of striking targets from a range of up to 8km (4.3nm).
