ANP and ISAF forces seize narcotics and weapons KABUL, Afghanistan — Joint operations conducted by ANP and ISAF forces earlier this week resulted in the finding of weapons, explosive ordnance and narcotics. ANP and ISAF forces conducted two operations on Dec 9. and Dec. 10 in the Tagab Valley of Kapisa province. On Dec. 9, in the vicinity of Shelwatay, forces seized 10kg of narcotics, several weapons, sim cards, mobile phones and identification cards. On Dec.10, they discovered roughly 5kg of narcotics and some explosive ordnance in the vicinity of Dahminji. “This successful joint operation between ANP and ISAF reinforces the ability of the ANP to respond rapidly to information provided by concerned local citizens,” said Captain Mark Windsor, Royal Navy, a spokesperson for ISAF. “It also reinforces that the ANP are able to detect this type of criminal activity and seek to bring justice to the people of Kapisa province.”

Swiss Not Interested In Used Fighters Dec 11, 2008/ By Robert Wall The Swiss government is all but ruling out the purchase of used aircraft under its F-5 replacement program. The issue has come up in discussions recently in Switzerland, prompting the military to say it reviewed the option but didn’t consider it a good one. The idea is that used F/A-18C/Ds could be bought to augment the existing fleet. Procurement of used aircraft doesn’t make technical, economic and military sense owing to the overhaul and upgrade requirements, as well as the limited residual useful life of such aircraft, argues Swiss defense procurement agency Armasuisse. Nevertheless, Armasuisse says it would accept a used aircraft offer if it were submitted. The evaluation criteria for such an offer would be identical to that used for the Saab Gripen, Dassault Rafale, and Eurofighter Typhoon, which remain in the competition.

U.K. Puts FRES Utility Vehicles on Hold By andrew chuter Published: 11 Dec 12:25 EST (17:25 GMT) LONDON - The British government has terminated negotiations with General Dynamics UK over the provisional selection of its Piranha V armored vehicle to meet the utility variant element of the Future Rapid Effects Systems (FRES) program and switched its procurement priority to other vehicles. In a written Dec. 11 statement to Parliament outlining changes to the equipment program, Defence Secretary John Hutton said he was withdrawing the company's provisional preferred bidder status as the two sides had been unable to reach commercial agreement on a deal to supply the Piranha V design under the current procurement strategy. In other major developments, Hutton also announced the MoD is to delay delivery of two aircraft carriers for the Royal Navy by between one and two years pushing back the in-service dates of the first vessel to no earlier than 2015 and 2017. The British have been reviewing their equipment program commitments in the face of a yawning gap in the defense budget particularly in the early years of the spending plans for the next 10 years. Hutton, who has only been in his job since early October, also revealed that he had ordered a review of the progress in implementing the MoD's 2006 acquisition change program in order to seek recommendations to "secure better value for money in delivery of major acquisition programs." On the armored vehicle front, the defence secretary said the government now intends to restructure the FRES program to give priority to the introduction of a new tracked scout vehicle and the upgrade of the in-service Warrior infantry fighting vehicle. "We have concluded that, in the context of current operations, and bearing in mind the considerable recent investment in protected mobility, the highest priority should be accorded to delivering the Warrior Capability Sustainment Programme and the FRES scout vehicle as quickly as possible," he said. The scout vehicle program is currently in the assessment phase to replace the aging CVR (T) vehicle. An in-service date is not expected until 2013 at the earliest. No vehicle has yet been selected, although MoD officials have looked at potential contenders from BAE Systems and General Dynamics. The British have acquired hundreds of heavily armored MRAP-type vehicles from the United States over the last two years to better protect British troops fighting in Afghanistan. The MoD and the Treasury reckon the purchases reduce the immediate need for a mobile, highly protected, vehicle like Piranha V. The minister said they were now looking at the best way to take the utility procurement forward. "General Dynamics [uK] will have an opportunity to compete in any future utility vehicle competition," he said. The British Army had intended to field the Piranha V in 2012 or 2013. General Dynamics was appointed as provisionally preferred bidder in May and has been in negotiations ever since to meet the terms of a complex MoD acquisition strategy that required the company to hand over the Piranha V design to a third-party vehicle integrator to complete development work and build the vehicle. From the outset, the company refused to hand over its design to potential rivals unless it received a continuing substantial role in the program. Rival companies BAE Systems and Lockheed Martin were vying with a General Dynamics team for the integrator role. In a statement, BAE, Britain's biggest land systems supplier, said the FRES move posed questions about the future size of its armored vehicle business here. "We are disappointed that the FRES utility vehicle will not be going ahead as planned and that we and our partners will not now have the opportunity to perform the integration and manufacturing roles," the company said. "We will clearly have to consider what this means for the size and shape of the Land Systems business in the near future, and we will want to engage with MoD to understand their plans for the armored vehicle sector in the longer term. We wish to achieve a mutual understanding with MoD about a coherent strategy for the sector, so we can deliver the capability our customer requires and sustain a profitable business in the sector for the long term." Last month, the company's land systems operation here laid off 200 people.

Mon blindé 40CTA sera bien sur de ce type et si pour moi l'avenir du champs de bataille va à ce calibre(d<1500m), c'est à dire au volume de feu plutot qu'a la puissance de feu c'est parce qu'il y a une nouvelle donné a prendre en compte, il s'agit des protéctions actives(hard kill) qu'il faudra saturer afin de les mettre en défaut.

Franco-Russian joint venture PowerJet is planning to begin a second phase of flight tests of the SaM146 turbofan in November, The SaM146 has undergone about 60h testing in 21 flights on the Sukhoi Superjet 100 prototype, plus 52h on an Ilyushin Il-76 flying testbed. In total, says PowerJet, the engine had accumulated 1,617h in flight and ground tests by 20 September. The manufacturer says the second phase of flight tests - which will include examining full-authority digital engine control software - will start in November. A part pour engager des cibles au dela de 1500m je ne vois plus d'interet pour les gros calibre par rapport au 40CTA et son couple puissance/cadence de tir/compacité.

Afghanistan : saisie d’armes en Kapisa Le 2 décembre 2008, les soldats français du groupement tactique interarmes (GTIA) Kapisa ont mené une opération d’envergure dans la vallée d’Alasaï. Pour la première fois, les éléments de la relève étaient engagés. Une compagnie d’infanterie du 27e bataillon de chasseurs alpins (BCA) a donc investi le terrain avec une compagnie issue du 8e régiment parachutiste d’infanterie de marine. Une section de l’armée nationale afghane (ANA) participait également à l’opération, ainsi que des membres de la police nationale afghane (Afghan National Police, ANP). Des fouilles menées dans plusieurs maisons ont permis de découvrir et saisir plusieurs armes et munitions. Une mine anti-personnelle à effet dirigé (type MON 100), 2 grenades à main, 1 pistolet calibre 7.62 de fabrication chinoise et divers équipements du combattant (chargeurs, gilets de combat) ont ainsi été récupérés. En outre, 1 engin explosif improvisé (Improvised Explosive Device, IED) à déclenchement à pression, composé d’une mine antichar type TC6 et d’un système de mise de feu, a été saisi. The decision to push back one of the government’s sacrosanct defence equipment programmes represents a sharp reversal. Ministers have always insisted the two ships would be in service by 2014 and 2016. According to industry insiders, the Ministry of Defence is considering two options: delaying the in-service date of the first carrier by 12 months or delaying the second ship by up to two years. Mr Hutton’s willingness to delay such an important programme underlines the severity of the cash crisis facing the MoD. He has expressed determination to make the department “live within its means” while prioritising support for frontline troops in Iraq and Afghanistan. He is expected to stress that investment will not stop and there will be no impact on jobs. The delay, intended to spread costs, will also help synchronise the project with the expected delivery in 2017 of the F-35 Lightning II or Joint Strike Fighter, the aircraft being built to fly from the ships. Industry executives think the earlier in-service dates unrealistic given the contract for the programme was signed this year. The results of a review of the equipment programme are expected early next week. No major programmes will be cancelled but most will face some delay. The moves will not be enough to allow the MoD to balance its budget for 2009. Future Lynx, the £1bn helicopters programme, is safe although the final number ordered will be cut marginally. AgustaWestland, the defence contractor, will be awarded an additional contract to upgrade existing Lynx helicopters for use in Afghanistan.
