[61] [08][08][08][08][08] [12][12]

Italy Eyes Next Batch of FREMM Frigates Shared EffortHelps Promote Stable Funding By TOM KINGTON, ROME Historians of the defense sector may come to view Italy’s FREMM frigate program as a perfect example of the real reason European generals and admirals like to mount cross-border programs. Not to share development costs and thus reduce unit spending, nor to build interoperability with allies, but to make it much harder for their politicians to squirm out of providing funding. Industrial managers here agree that the savings to be had by sharing the FREMM program with Paris are likely to be less than originally thought as each nation chooses different systems and different armaments. France is building 17 frigates and Italy 10. Instead, it was the political pressure to keep up with the French that probably saved the program from being seriously delayed in Italy in 2005, when budget cuts meant ships already in service with the Italian Navy did not have the fuel to stay at sea. The last-minute solution found was a huge loan, backed by the Ministry of Industry, to free up 1.25 billion euros ($1.66 billion) to cover development costs and the first two Italian vessels. In official Defense Ministry spending documents for 2006 and 2007, the figure zero appears in the column next to FREMM, with a footnote stating the loan is taking care of the program. But in 2008, when the loan’s provisions run out, Italy will need to dig deep again, probably from regular defense funding, if it does not want to be left with two orphan frigates and out of step with the French. “The next four vessels will cost 1.5 billion euros, with contracts required by 2010 or prices will vary,” said an industrial source knowledgeable of the talks. Defense Undersecretary Lorenzo Forcieri said he aimed to exercise options in May for more frigates, “possibly six more plus two options,” he said. In the meantime, contracts have been awarded for systems and weaponry for the first two frigates — a general-purpose vessel and an anti-submarine vessel — with work led by the team of Finmeccanica and shipyard Fincantieri. The source said work on the first frigates was still due to start by the end of 2007 and on the second by the end of 2008, with deliveries in 2012 and 2013. While France orders 50 MBDA Scalp Naval land attack missiles for its frigates, the first two Italian FREMM vessels will be delivered without an equivalent missile, said the source, despite talk of buying the U.S. Tomahawk, Scalp Naval or another missile. “The newly upgraded Otomat missile will lend some land-attack capability, as will the Italian Vulcano guided munition, with a range of about 100 kilometers,” said the source. Finmeccanica unit Oto Melara is now testing its new Vulcano munition, while European missile house MBDA is test-firing its Otomat Mk2 Block IV, an enhanced version of its Otomat Mk2 anti-ship missile. The new upgrade can be fired at coastal targets. New missiles and munitions apart, Forcieri said the launch by Italy of differently designed FREMM frigates for new missions was unlikely. That said, industry is sitting on blueprints for a faster vessel should the need ever arise, said the source. Italy’s Need for Speed “When design talks were under way with the French, Italy pushed for a vessel faster than the one which is now being built,” said the source. “The idea was to use the frigates for escorting the Italian carrier Cavour, which will do 30 knots. The FREMM frigates will reach 27 knots. “Italy has kept the option to add another gas turbine to its vessels; the French have not. Adding a turbine to later vessels would incur a good deal of redesign and non-recurring costs, but would boost speed to 32-33 knots,” he said. The developing dissimilarities between the French and Italian vessels has undermined moves toward a joint export campaign, a concept already weakened by individual marketing efforts launched by Paris and Rome, suggesting Italy and France will compete to sell the same frigate. Greece and Turkey are early candidates to buy FREMM, but according to the Italian industrial source, they presented an obstacle to both Italy and France. “Both countries are part of the Sea Sparrow [missile] family of clients, which could make it harder to sell a vessel that is based on the MBDA Astor missile family,” he said. • Defencenews
  13. Mangusta in Wikipedia: http://en.wikipedia.org/wiki/Agusta_A129_Mangusta Production models * A129 Mangusta: Original production version, powered by two Rolls-Royce Gem 2 turboshafts. * A129 International: Upgraded version with five-bladed rotor, nose turret, support for Hellfire and Stinger missiles, advanced avionics equipment and two LHTEC-CTS800-2 turboshafts. * A129 CBT: Upgraded version for the Italian army that incorporates the same advances as the A129 International version, but retains the original Gem turboshaft engines (although an uprated transmission system is fitted). It is reported that the cockpit layout is simpler than that of the A129 International. * T129: New Turkish attack helicopter, winner of the ATAK-II tender. The T129 is based on the A129 International, but has several key improvements in line with the requirements of the Turkish Army: The number of Hellfire/TOW missiles which the helicopter can carry are raised to 12 from the original 8; a stronger engine has increased the maximum hovering altitude by 20%; two launchers for Stinger AA missiles (a total of 4 can be carried) have been added to the exterior sides of the pylons; and a mast radar, similar to that of Apache Longbow but based on IAI/ELTA's (Israel) surveillance and targeting radar with SAR and ISAR capability, has been added on the top of the rotor. The radar can identify land and sea targets from at least 30 kilometers.

(NYSE: TXT), has announced that its TR918 Eagle Eye Unmanned Aircraft System (UAS) lifted off the ground for the first time today when it achieved the first flight milestone in this ground breaking, vertical-lift unmanned aircraft program. At 8:54 a.m. (CST) the vehicle lifted vertically off the ground hovered for nine minutes, executed yaw and translation maneuvers and then landed safely on the ground. The vehicle flew a second flight within 30 minutes of the maiden flight's landing. "This is a tremendous achievement for Bell Helicopter and our Team Eagle Eye partners," said Mike Redenbaugh, chief executive officer of Bell Helicopter. "An immense amount of effort and dedication has gone into getting this aircraft in the air successfully." According to Bob Ellithorpe, executive director of Bell's Unmanned Aircraft Systems, reaching this milestone was worth all the hard work and then some. "Eagle Eye offers a capability never seen in the UAS industry," Ellithorpe explained. "In the hands of our Coast Guard Homeland Defenders and all other potential users, Eagle Eye will successfully accomplish a number of critical missions including the most important mission, saving lives.
