Fitzgibbon takes Joint Strike Fighter complaints to US

The Defence Minister will travel to the United States next week to discuss the latest delay in the delivery of Australia's new Joint Strike Fighter aircraft.

They were due to arrive in 2014 but Joel Fitzgibbon says they have been delayed by at least another two years.

The final cost of the project is still unknown and Mr Fitzgibbon says the delay is frustrating.

"I don't welcome any delay or cost blow outs," he said.

"I'm travelling to Texas next week to talk to the manufacturer again and the development team about my frustration and about the need to have them lift their game if they want Australia to be part of the final signatory process.

"They need to be able to assure us on both timing and price."

Foreign Service: F-35 tackles pricing issue for foreign buyers

Buying F-35 Joint Strike Fighters is no longer a purely academic question for potential foreign buyers. The UK and the Netherlands signed orders earlier this year for flight test aircraft, and Italy is expected to follow soon.

As the foreign customers start lining up, a whole new clarity is being brought to the issue of the F-35's price tag.

The US government established an international partnership with a business case partly based on the F-35's supposed affordability, advertising a price tag of roughly $60 million per aircraft, depending on the model.

Now, facing both industrial and competitive pressures, Lockheed Martin is seeking a novel approach to fix the F-35 price for international customers that sign multi-year deals at a level below the current market rate.

The $60 million figure is an average price calculated over the life of the programme's estimated 3,000-aircraft production run. The cost to buy a single aircraft this year could be significantly higher.

For example, the US Navy has asked for more than $1.7 billion to acquire eight low-rate initial production aircraft in fiscal year 2009. That figure equates to slightly more than $215 million per aircraft, a potentially unacceptable figure for most foreign partners to buy in quantity.

parceque sur la base de 3000 appareils ils sont quotés à 60 millions de $ pièce

mais voilà ce prix là c'est l'évaluation sur la durée de production et le nombre optimal d'appareils dans les années à venir

en attendant le prix actuel est bien plus élevé (et va poser problème àl'export)

ainsi pour 8 appareils c'est 1,7 milliards de $ qu'a payé l'USAF sur l'année fiscale 2009

Bon en restant honete se sont 8 examplaire commander par l'US NAVY pour 2009 qui coutent un peut plus de $215 millions l'unite. Apres l'article dit que ce sont des  "low-rate initial production aircraft" si cela se traduit par "pre serie" en Francais on peut le comprendre un peut (les pre series coutant toujours plus cheres).

Si c'est la version navale, F35C on le comprend encore mieux.... Mais ca ne rend pas moi grave la situation... Le F35B n'est il pas plus cher que le C?

c'est vrai j'ai oublié de preciser qu'il s'agissait d'appareil "low-rate initial prod aircraft" (appareil de présérie peut etre ou appareil de série délivrés en production lente comme une traduction littérale veut le dire, la question reste posée ....)

de toute façon plus de 200 millions l'appareil c'est un peut tout much, même en série faudra diviser le prix par 3.5

alors je veux bien qu'un proto coute les yeux de la tete et qu'un appareil de série soit moins cher mais là  :P

La dernière commande date de 2007, avec 60 appareils pour 5 Md $, plus 2,4 Md $ en 2006 pour commander les pièces necéssaires à cette commande. Soit 7,4 Md $ pour 60 appareil = 123 millions par appareil..

Biensur ce qui a été dépensé en recherche a déjà été payé.

De plus Lokheed-Martin a fait una offre de 100 appareils suplementaires pour 9 Md $ tout compris, soit 90 millions l'unité.

Boeing is “spreading lies and half-truths” about the F-35 Joint Strike Fighter (JSF) programme in a “desperate and disgraceful” effort to bolster domestic and foreign sales of its F/A-18E/F Super Hornet, according to US Air Force Lt Gen Charles “CR” Davis, a JSF programme executive.

“If Boeing has to say something negative about JSF to sell their aircraft, that tells me there is something wrong with their aircraft,” Davis says.

Davis said he has read two recent articles – one in the US press and one in the foreign press – quoting Boeing executives saying the JSF programme would likely be delayed again and further exceed development costs by more than $10 billion.

"Pre-série", c'est quand même très différent de "série". Pour le Rafale, C01, M01, B01 et M02 étaient des avions de préséries (prototypes figurant la configuration de production).

Faut donc s'en tenir à "low rate initial production aircraft". Et il est bien souligné dans l'article que cela est du à une cadence de production initiale lente. Le tout ça serait comme ils le voudraient de descendre à 60M$ par machine (ce qui marche pour 3000 machines, et pleine charge sur les lignes d'assemblage). En Euros, ça donnerait un prix dramatique pour nos canards (actuellement 38M€).

Il faut vite qu'ils puissent lancer la grosse production, histoire que les prix baissent vite, et que les autres ne soient pas éternellement dans l'attente de prix plus bas, ce qui entrave encore plus l'accélération de la production (cercle vicieux).

ROME - The Italian Air Force decision to replace its AMX fighter bombers with the short-takeoff, vertical-landing (STOVL) version of the U.S. Joint Strike Fighter (JSF), in addition to ordering the conventional JSF, highlights a strategy that prepares the service for a broad spectrum of operations.

"The AMX, given their expeditionary capabilities, with reduced need for infrastructure and with relatively reduced autonomy, will be replaced by STOVL JSFs," said Gen. Daniele Tei, Air Force chief.

The Air Force intends to order about 109 JSFs - about 40 STOVL aircraft, split into two groups; and 69 conventional JSFs, to replace its Tornados, split into four groups. The Navy plans to acquire 22 STOVL aircraft to replace its Harriers.

Because the AMX will be phased out before the Tornados, the Air Force will have to acquire the STOVL JSFs ahead of the conventional variant.

"The first task will be to substitute our AMX from around 2014-15," Tei said. "So we will be looking for delivery of STOVL JSFs before conventional JSFs. The conventional JSFs will replace our Tornados, which will be phased out from 2025."

One analyst said recent operational experience was pushing the Air Force focus on the STOVL, which made its first flight June 11 from Lockheed Martin's Fort Worth, Texas, facility.

"The need for close air support in Iraq and Afghanistan is shaping this approach," said Giovanni Gasparini, a senior fellow at the Istituto Affari Internazionali, a think tank here partly funded by the Italian Foreign Ministry. "The conventional JSFs remain the choice for a first-day, deep-strike role the Air Force's Tornados fulfill now."

The plan to buy both JSFs forms part of the Air Force's ambition to be ready to undertake all missions rather than specializing.

"The Italian Air Force is involved in a multitude of missions overseas, from strategic and tactical transport in Afghanistan to command and control in the Balkans, to helicopter and Predator UAV deployment in Afghanistan, while we are studying the possibility of using Tornado aircraft in Afghanistan for recon missions," Tei said. "As for the future, the Air Force must have the capability to contribute to all international operations, with the possibility of covering all tasks, from C4ISR to close air support to air to air. We must do everything, even if on a limited basis."

The increased Air Force focus on the STOVL type also will require greater cooperation with the Navy, Tei said. The two services "will work together with the procurement office to plan JSF training together in the U.S., and I see a good opportunity to cross over reciprocal experiences by exchanging pilots - between the Eurofighter and AV-8 - before the phase-in of the STOVL JSFs," he said.
