Le commentaire de Horde : Looking at the JSF design and development concepts through the prism of modern day risk management and lessons learned from previous aerospace development activities, a number of areas in the design and development would be assessed as HIGH and EXTREME RISK. In no particular order, here are a few: 1. Electrical Power Generation and Distribution. 2. Thermal Cooling and Heating under the generic heading of Thermal Management. 3. The use of Electro Hydrostatic Actuators and Electrical Actuators for control surface movement. 4. Cockpit and Ejection System Integration, particularly the limited volume that was made available and the location relative to the nose wheel well. 5. Weapon Bays and unique nature of design – canted stores carriage, large doors angled to the airstream and highly likely limitations on weapon clearances, even if aero acoustic shaping techniques are employed. 6. The concept of CAIV – Cost As an Independent Variable, which is logically flawed and mathematically unsupportable. 7. Small wing and limited body lift available in the design with the resulting vortex field (near and far) around and behind the aircraft along with the effects these will have on such things as take off and landing performance, up and away performance, external stores carriage and release, and lesser appreciated things like WVE which, for an aircraft tactically designed around a multiple (four) ship operation presents some interesting new challenges and likely limitations which one hopes have been considered. 8. Unprecedented level of concurrency of design, development, T&E and production with over 400 jets actually planned to be built before the ground and flight testing have been completed. 9. Unprecedented level of dependency on modelling and simulation in the design before the real world data, information and knowledge is available from testing to calibrate, verify and validate the models and associated computer based simulations and assumptions. 10. Compromised ‘stealth’ shaping design optimised for ‘X’ and ‘Ku’ frequency bands with resulting high dependency on material technologies in the form of RAM and coatings. 11. Influences and limitations of the STOVL requirements and resulting design on the overall ‘family of aircraft’ design. 12. The somewhat myopic focus on what the JSF family of aircraft is being marketed to look like in the future as opposed to what it is today, what it will have to be as it gets there and what this will take in terms of cost, time and opportunities forgone. Put simply, this attitude and the resulting behaviours belie (in fact, show a total indifference to) the most basic, common sense and fundamental rule of design that states it is much easier, cheaper, effective and more possible to fix problems earlier than later in the design/development process and such fixes should be done before committing to production otherwise penalties will be incurred on the design, the resulting product and its capabilities. Such a list of attributes would be called risks at the start of the design process. However, since the hardware now exists and the software is under development, these are no longer risks but real design issues and problems – most if not all of which cannot be fixed by a software change. The original design point (around the time of the contract JORD) for this “family of aircraft” was targeting an aircraft with some reasonable characteristics including a top speed of Mach 1.6 Mach at altitude; a sustained turn performance of 6g @ 0.8M/15kft; a level flight acceleration time from 0.8M to 1.2M @ 30kft of 42 secs; a specific excess power of 720 ft/sec; and, a Combat Radius of at least 600 nm. Now the devil is in the detail, but it would be a pretty safe bet that the characteristics of today’s (and tomorrows) JSF, particularly the F-35A versions – USAF and export, will fall somewhat short of these targets.

Lose Weight Or Die March 24, 2009: After years of complaints from the infantry, including everyone from officers to NCOs to the newest grunt to arrive, the U.S. Army is going to try something drastic about the weight situation. A battalion in Afghanistan is being equipped with the lightest substitutes the army could find for body armor, packs, boots and other gear, while simply leaving some stuff out entirely. This resulted in twenty or more pounds, depending on the mission, being removed from the soldiers combat load. The effectiveness of the battalion will be monitored, along with the injury and casualty rates. The troops (including officers and NCOs) will also be interviewed, to get a better idea of just what happens, good and bad, when the weight is reduced. After all that, the brass will decide how far to go in reducing the load permanently, and going for even more cuts. The biggest, and heaviest, problem is body armor. Although the new armor offers better protection, it is heavier and bulkier, thus inducing fatigue and hindering mobility. This often led to battlefield situations where a less tired, and more agile, infantryman could have avoided injury. Military and political leaders usually do not appreciate this angle. But the troops do, as it is a matter of life and death for them. ..................... .................. -

Confirmation de la vente de 24 EC 635 à l'Irak. France Sells 24 Military Helicopters to Iraq (Source: Agence France Presse; issued March 25, 2009) Eurocopter will supply 24 EC 635 light helicopters to Iraq under a government-to-government agreement. This is the first French defense sale to Iraq since 1990. (EC photo) PARIS --- France on Wednesday sealed a contract for the sale of 24 military helicopters to Iraq, its first arms deal with Baghdad since 1990. French Defence Minister Herve Morin signed the deal worth 360 million euros (488 million dollars) for the Eurocopter EC 635s during a meeting in Paris with his Iraqi counterpart Abdul Qader Obeidi. France agreed to provide pilot training and provide maintenance as part of the contract. The deal came a month after President Nicolas Sarkozy paid an historic first visit to Baghdad during which he vowed France would help Iraq's economic revival, and singled out defence as one area of cooperation. A defence ministry official said the deal was the first contract signed between Paris and Baghdad since the 1990 Gulf War and the US invasion of Iraq in 2003. Morin also announced that Paris was going to "re-open a military mission to Baghdad" at the French embassy in Baghdad "from this summer." "We want to return to the relations that France had (with Iraq) up until the 1980s," he said. "Then a large part of the Iraqi army was trained in France and equipped with French military equipment," he added. Obeidi said the purchase of the helicopters was one of the Iraqi government's priorities. He said he had had discussions about other projects with "big French companies," but did not elaborate. Such deals, he said, would reinforce the "independence" of his country and "facilitate the agreement with the United States on the withdrawal of American forces." Asked about France sending instructors to Iraq, Morin said France was "open to all forms of cooperation" but that it was for the "government of Iraq to express its wishes." Sarkozy's surprise visit to Iraq last month was the first ever to the country by a French head of state. France deeply opposed the American invasion almost six years ago which ousted Saddam Hussein, a policy decision that left it at odds with the administration of then US president George W. Bush. Sarkozy said France would work with Iraq wherever it could to help repair the country's battered infrastructure, in business as well as security matters. "We seek cooperation in the economic field, energy, rebuilding, and to help the police, security and Iraqi military forces, as well as restoring the international position of Iraq," he said. -
